The Authority are formed

Following the fall of Skywatch and disbanding of Stormwatch, Jenny Sparks, Jack Hawksmoor, and Swift go about recruiting superhumans to form a team to do Stormwatch's job, but correct all the mistakes Henry Bendix made. They make their first public appearance in Feburary, defending London form an army of Gamorran clones.
